Flight and air transportation safety, high quality of service are strategic goals and constant concern of STC Russia. It is impossible to achieve this goals without observing certain rules of behaviour developed on the basis of recommendations of international aviation organizations. In case of violation of these rules onboard the aircraft, the management of STC Russia strictly adheres to the following policy:
- not to leave any violation of onboard behaviour rules without consequences;
- to grant to the crew and ground personnel nesessary rights to prevent any violation of onboard passengers' behaviour rules;
- to render assistance to law machinery authorities in calling to account of violators of present rules and laws of states of aircraft departure, landing and transit.
Passengers are having the right to:
- demand rending of all services provided by terms and conditions of the air carriage contract, as stated in the ticket form;
- address the crew and request protection in case of threat to their lives, health or personal dignity.
Passengers shall:
- to fulfil implicitly of captain's and crew member's requirements ;
- to observe carefully air safety regulations, discipline and order;
- to place hold baggage and personal belongings in the specially assigned places shown by stewards.
It is prohibited to passengers :
- to create situations that threats flight safety, passenger's or the crew member's life ;
- to take alcoholic drinks besides those which were offered onboard of the aircraft. Alcoholic drinks could not be served to passengers under 18 years old. This rule is also applicable when a minor is travelling with his/her parents.
- to use any survival equipment without appropriate crew’s instructions;
- to use electronic devices or communication facilities during the aircraft taxiing, take-off and landing;
- to spoil property owned by the aviation enterprise or to take it away from the aircraft or the territory;
- to smoke onboard of aircraft during all airline's flights, irrespective of flight duration and destination point;
- to open until flight termination the closed (sealed) plastic bags, containing liquids, bought in duty-free shops in airport or onboard of aircraft.
In case of violation of above mentioned requirements, international and national aviation laws, as well as the Enterprise's Passengers' Behaviour Rules STC Russia reserves to itsef the right to apply following sanctions:
- to stop serving by strong drinks passengers being in state of alcoholic intoxication and to requsit temporarily their strong drinks for the time of the flight as well as strong drinks bought onboard of aircraft;
- taking coercive measures towards a person refusing to obey the orders of the aircraft commander;
- offloading a person violating the order from the aircraft in the nearest landing place and, in case of forced landing of the aircraft, exacting from the passenger a reimbursement for extra expenses, incurred by STC Russia as a result of his/her behaviour;
- handing over such a passenger to the law machinery authorities irrespective of landing state;
- reimbursement by the passenger of material damage inflicted to STC Russia because of the spoilage of its property;
- depriving the passenger of his/her right of further using the air carrier's services and terminating the contract of air carriage without indemnification for its price.
If a contract of passenger air carriage is terminated upon carrier’s initiative on the basis of a passenger violating the rules of behaviour on board the aircraft and thus creating a threat to the flight safety or to the lives and health of other people or on the basis of a passenger failing to fulfil aircraft commander’s orders, the amount of money paid for the air carriage shall not be refunded to the passenger .
The present "Rules" were elaborated on the basis and in accordance to international convention "About violation of law and certain other actions, done onboard of aircraft" (signed in Tokyo on 1963), Russian Federation Air Codex, civil, administrative and criminal laws of Russian Federation, requirments and recommendations of International Civil Aviation Organization (ICAO) and International Aviation Transport Assosiation (IATA).
The main goal of present rules is to determine the requirments to passengers for insure flight safety, improvement of service quality, maintenance of order and prevention of different cases of law violation when flying by STC Russia aircrafts.
